When the City enters and repairs or removes an abandoned service station and its appurtenances and restores the property as provided in Section 1339.05 (d) and (f), the Law Director is hereby directed to bring an action on the bond filed pursuant to Section 1339.03 to recover the cost of repair or removal and restoration, including any costs incident thereto, including costs of mail notification, plus the cost of the suit. If the cost of repair or removal and restoration exceeds the amount collected on the bond, the owner of the property
and any leasee, other than a person leasing and operating the service station pursuant to a contract with a supplier of gasoline and other petroleum products, shall be jointly and severally liable for the deficiency.
