(a) When any application for a building permit shall be made for the construction of a building of any kind on a lot abutting on any City street, there shall be paid a fee in the amount of one hundred dollars ($100.00) for the establishment of a proper grade.
(b) No construction on any building shall be commenced upon any lot abutting on a City street unless proper grade is established by the City Engineer or Building Commissioner or by any other proper person designated by the Engineer or Commissioner to do so. Such grade shall be established within five days from the date of the filing of the application for a building permit.
(c) The City Engineer or any other qualified person authorized by the Engineer or Commissioner shall be paid out of the fees the sum of eighty dollars ($80.00) for each grade established; the remaining balance of twenty dollars ($20.00) from each such fee shall be paid to the City.
