(a) When applications, plans and specifications conform to the requirements of this chapter, the Building Commissiner shall issue, or cause to be issued, a certificate for a permit, and shall file such applications and apply to such plans and specifications an official stamp stating that the drawings and specifications to which the same shall have been applied have been examined in his office and do comply with these regulations.
(b) After the signing of the certificate, and after the payment of the necessary fees as provided in this chapter, a permit shall be issued to the applicant.
