(a) Permits shall not be required for minor interior repairs where there is no interference with the construction of the building, or for the erection, placing, or installation of swing awnings.
(b) Permits are not required for repairs or partitioning off in buildings which do not involve any change in their supporting walls, members, or structural parts, or in their stairways, elevators, fire escapes or other means of communication, ingress or egress, light, ventilation, classification or in the grade or subgrade of occupancy of the building; the fact in each case shall be determined by the Building Commissioner.
