1311.06 APPROVAL OF COUNTY BOARD OF HEALTH; APPEAL.   
   (a)   The Building Commissioner or any authorized employee of the Division of Building, Engineering and Inspection shall not issue a building permit for the construction of a home or other improvements where prior notice has been received by the City from the County Board of Health or other duly authorized health agencies that an unsanitary condition will result by reason of pollution to the areas draining the site for which permit is applied for.
 
   (b)   A building permit shall not be issued for any area in the City lacking proper and adequate sewer facilities until special permit has been obtained from the County Board of Health or other duly authorized health agencies.
   (c)    Any applicant for permit adversely affected by the provisions hereof may make appeal to the Board of Appeals, which shall schedule the application for hearing after notice to the County Board of Health. The Board of Appeals shall not grant the application for building until a full report and the recommendations of the County Board of Health are made to it.
