1311.03 BUILDING PERMITS; COMMENCEMENT OF WORK, NOTICE; DISPLAY OF HOUSE NUMBER.
   (a)   Before commencing the erection, construction, installation, enlargement, alteration, repair or removal of any wall, or of any building, structure, heating and ventilating apparatus, gas-fitting, elevator work, electrical work, house drainage, plumbing or any part thereof in the City, a permit therefor shall first be obtained by the owner, his agent or the architect from the Building Commissioner. No person shall commence any such work unless such a permit shall first have been obtained.

   (b)   Before starting construction every owner, agent, or other person who
takes out a building permit, shall notify the Commissioner, in writing, on forms to be furnished by the Division of Building, Engineering and Inspection, at least forty-eight hours before beginning the operation called for under this permit, and the house number then assigned by the Commissioner and the sublot number to which the permit is issued, shall be conspicuously displayed on the building or the premises from the beginning of the construction to the time of final inspection. The failure to notify the Commissioner within forty-eight hours before beginning the operation or the failure to conspicuously display on the building or the premises the house number assigned at the time of the issuance of the permit and the sublot number to which such number is issued, shall be deemed cause for the revocation of the permit, and shall subject the holder of such permit to all the penalties and fines provided for violations of this Building Code.    (c)   No wall, structure, building or any part thereof shall hereafter be built or constructed, nor shall the heating and ventilating apparatus, gas-fitting, elevator work, electrical work, plumbing or house drainage of any building, premises or structure be installed, constructed, added to or repaired in the City, except in conformity with the provisions of this chapter. No building already erected or hereafter built in the City shall be raised, altered, added to, repaired, built upon or moved in any manner, nor shall any heating and ventilating apparatus, gas-fitting, elevator work, electrical work, house drainage or plumbing in any building or structure be installed, added to, altered or repaired in violation of any of the provisions of this chapter or the permits issued hereunder.
 
   (d)   No building already erected or hereafter to be built shall be altered in such a way as to change the grade or subgrade of occupancy, except if it then be made to conform with the provisions of this chapter.
