1311.01 OCCUPANCY PERMIT.
   Before any person occupies, moves into, inhabits or uses a building constructed or moved onto any premises in the City, such person shall first obtain from the Building Commissioner an occupancy permit in writing. The Commissioner shall not issue such an occupancy permit unless and until the construction, alteration or moving of the building or structure for which a building permit has been issued has been completed in accordance with the plans and specifications filed and approved in connection therewith, all necessary fees for building and other permits have been paid, and all of the provisions of this Building Code and other applicable ordinances of the City have been complied with. In all new subdivisions, no occupancy permit shall be issued unless and until shall be issued unless and until sewer, water and paving improvements have been installed and constructed and have been approved by the City Engineer.
