(a) The Board of Appeals shall have power to call in such other testimony bearing upon a case as it sees fit and may continue the hearing to its next regular meeting or earlier for such purpose. The Board may request the appearance and testimony of such municipal officers or officials as it may deem necessary to reach a decision.
(b) Within seven days following the conclusion of hearings on an appeal, the Board shall render its opinion in writing, signed by the Chairman or his representative, forwarding copies thereof to the Mayor, the appellant, the councilman of the ward in which the property is situated, the Law Director and the Building Commissioner.
(c) Rulings and decisions of the Board shall be final two weeks after the date of decision unless such decision is reviewed by Council upon its own initiative and is superseded by a vote of five members of Council.
