The membership of the Board of Appeals shall be the Zoning Board of Appeals provided for in the Zoning Code. Such Board may adopt rules for its government and fix the time and places of its regular meetings if it so elects. The Secretary of the Zoning Board of Appeals shall be the Secretary of the Board of Appeals, and shall keep a permanent record of its proceedings and shall furnish a copy thereof to the Secretary of the City Planning Commission. The rulings and decisions of the Board of Appeals shall be accepted by the officers and employees of the Building, Engineering and Inspection Division as established precedents which would govern in the subsequent application of the Building Code where the facts are substantially identical.
The Fire Chief or a member of his Division performing duties as Fire Warden shall be entitled to sit in an advisory capacity in the deliberations of the Board of Appeals, granted in the foregoing paragraph, but shall not have a vote in the Board.
