There shall be in the City a board to be known as the Board of Appeals, to which an applicant who has been refused a permit, or the holder of a permit which has been revoked by the Building Commissioner may appeal for an order requiring the Commissioner to issue or reissue such permit to such applicant. No citizen, non-citizen, corporation or other entity shall be allowed to appeal to the Board such issues as are already governed under the Ohio Basic Building Code.
