Upon presentation of proper credentials the Building Commissioner may request entry at all reasonable times, of any dwelling, structure or premises in the City to perform any duty imposed on him by this Code. If such entry is refused, then entry may be had only pursuant to a search warrant issued by a court of competent jurisdiction.
