1301.11 INSPECTION.
   The Building Commissioner is hereby authorized to make or cause to be made inspections of all dwellings, structures or premises and all secondary or appurtenant structures once every three years to determine whether they conform
to the provisions of this Code. Such inspections may also be made whenever the Commissioner has reasonable cause to believe that a violation of this Code exists therein or thereon, or if a request for such an inspection is made by a state or federal agency.
