The following special uses may be permitted by the Council only after public hearing and affirmative action:
(a) Landfill.
(b) Expansion or extension of any existing landfills
(c) Establishments or amusement centers involving the use of mechanical or electronic amusement devices as defined in Section 725.01
(c) of the Business Regulation Code.
(d) Bulk storage of salts and gravel.
