The effective period of a permit issued under this chapter, and all rights and privileges granted under this chapter, shall not exceed fifteen years from the date the permit is issued. At the end of such fifteen year period, if the well is still operational and the permittee is not in violation of any provisions contained in this chapter or any amendments made thereto, the Building Commissioner shall renew the permit upon the payment of a one hundred dollar ($100.00) fee per well.
