(a) The Mayor and/or the Service Director is authorized and empowered to
issue the necessary permits to the applicant public utilities to enter into the City for the purpose of maintaining, repairing and replacement of such utility-owned equipment in order to provide and maintain a high standard of service to the community.
(b) The Law Director shall prepare or approve any such permit or permits, and shall require proper safeguards to be included for the protection of the health and property of the citizens and the credit of the City.
