Whoever violates or fails to comply with any of the provisions of this chapter shall be fined not less than five dollars ($5.00) nor more than fifty dollars ($50.00) for a first offense; for a second offense, such person shall be fined not more than one hundred dollars ($100.00) or imprisoned not more than thirty days, or both.
