No person, firm, partnership, association or corporation shall commit any one or more of the following acts:
(a) Induce directly or indirectly or attempt to induce directly or indirectly the sale or listing for sale of real property by representing that a change has occurred or shall or may occur with respect to the racial, religious or ethnic composition of the block, neighborhood or area in which the property is located;
(b) Induce directly or indirectly or attempt to induce directly or indirectly the sale or listing for sale of real property by representing that the presence or anticipated presence of persons of any particular race, religion or national origin in the area shall or may result in:
(1) The lowering of property values;
(2) A change in the racial, religious or ethnic composition of the block, neighborhood or area in which the property is located;
(3) An increase in criminal or antisocial behavior in the area; or
(4) A decline in quality of the schools serving the area;
(c) Make any misrepresentations concerning the listing for sale or the anticipated listing for sale or the sale of any real property.
(d) Make any representation to any prospective purchaser that any block, neighborhood or area has, shall or might undergo a change with respect to the religious, racial or nationality composition of the block, neighborhood or area, for the purpose of discouraging the purchase of property in a particular area;

(e) Place any sign advertising the sale of property on any City-owned property, private property, public property, sidewalk, street, lane, alley or thoroughfare or in or upon any vehicle or trailer parked upon any street, alley, lane or thoroughfare, except as specifically hereinafter provided: For informational purposes only, in a Class U1 or U2 District, one "for sale" sign or poster having an area of not more than two square feet including, in uniform sized letters and numbers only, the words "FOR SALE, BY OWNER" (or Broker's Name), and the telephone number of the owner or broker to be contacted may be placed as a window sign within a residence of a residential dwelling structure on a public street or one such sign may be posted on a lot having no dwelling structure thereon facing the public street at the setback line in effect for such lot. (f) Sell or offer for sale any building or structure, in writing, without openly disclosing to a first purchaser thereafter, that such building or structure has been moved over the streets of this City from another site;
(g) Refer to any race, color or creed in any advertisement offering property for sale or rental; or
(h) Advertise, for sale or rental, property which is nonexistent, or which is not actually for sale or rental.
