(a) Purpose. The purpose of this chapter is to regulate snow removal contractors engaging in business in the City.
(b) Definitions. As used in this chapter certain terms are defined as follows:
(1) "Contractor" means any individual, firm, partnership, corporation, unincorporated association or other organization or any combination thereof, which by himself, itself or through others, uses motor vehicles to remove snow from private property, except as otherwise provided herein.
(2) "Snow removal vehicles" means any type of vehicle which is authorized and licensed by the State of Ohio giving permission for such vehicle to transgress on public thoroughfares.
(3) "Operator" means an individual who owns, operates or maintains the snow removal vehicle.
