Any vehicle engaged in the business of hauling rubbish, refuse or garbage shall be so constructed and operated that its contents shall not spill or scatter upon any public or private property. Where an open truck or trailer is used, an adequate tarpaulin or canvas shall be required to prevent spillage or scattering of contents of the vehicle upon the public streets.
