The fee for any license shall be twenty-five dollars ($25.00) per year. In addition thereto, the licensee shall obtain a permit from the Service Director for each vehicle engaged in the business as described in this chapter. The fee for any such permit shall be five dollars ($5.00) per year per vehicle. All licenses and permits shall expire on December 31 of the year of issue. Upon the issuance of a license or permit the Service Director shall issue a decal or sticker to be placed on the windshield of each vehicle issued a permit.
