No person, firm or corporation shall conduct the business of commercial hauling of rubbish, refuse or garbage within the City without first having obtained a license therefor. Application for such licenses shall be made to the Service Director, and shall designate thereon the name of the licensee, the location of his business and the number of vehicles intended to be used.
