(a) No passenger of any taxicab, upon arrival at his destination, shall refuse to vacate such taxicab. In the event of refusal, the driver may proceed
to the police station where such passenger shall be subject to a charge of disorderly conduct.
(b) No person, with intent to defraud the driver of a taxicab, shall hire any taxicab and fail or refuse to pay the fare thereof on demand. Refusal to pay the fare thereof, or upon termination of the trip for which the taxicab has been hired, leaving such taxicab without paying the fare, shall be prima-facie evidence of such fraudulent intent.
