The provisions of this chapter shall not include nor apply to motor vehicles used exclusively as heares, or ambulances or exclusively for services at weddings, christenings and funerals, nor motor vehicles leased or rented for private use, without the service of a chauffeur or driver, nor motor vehicles of the City or of RTA.
