The Director is vested with the power and authority: (a) to supervise and regulate the operation of all taxicabs within the City; (b) to require the filing of rates of fare schedules as fixed herein and other data, by all taxicab companies operating within the City; (c) to prescribe rules and regulations and to issue orders in conformity with the provisions of this chapter, applicable to all such taxicab companies.
The Director is authorized to establish such rules and regulations with reference to the use of taxicab stands, as in his judgment are needed to facilitate traffic on the streets and insure the safety of the public.
