Whenever Council deems it conducive to the public peace, health, safety, convenience or general welfare, and after notice and hearing as hereinbefore set forth for granting of an application for a Certificate, Council may revoke any such Certificate theretofore granted and may change or discontinue any taxicab stands theretofore established.
