No taxicab company or a driver shall:
(a) Operate a taxicab on any street in the City while in a state of intoxication or under the influence of alcohol, narcotics or opiates.
(b) Allow any taxicab to be used for immoral purposes.
(c) Charge in excess of the rates herein fixed.
(d) Drive or operate any taxicab upon any street in the City, except under and pursuant to a Certificate first obtained as hereinbefore provided.
(e) Operate a taxicab without first having paid the required fees and having received the required Certificate or license.
(f) Use any portion of a public street as a taxicab stand or permit a cab to stand upon any portion of a public street, except for such time as is necessary to load or unload passengers, and except for such time as is necessary to make or receive a telephone call in the event a taxicab stand is not in close proximity, and except in such portions of the streets as shall have been set apart by the Director or Council as taxicab stands and allotted to the particular taxicab in question.
(g) Travel up and down the highways seeking customers, commonly called "cruising". (Ord. 113-1959. Passed 10-12-59.)
