The Director is authorized and directed to establish such taxicab stands as will best serve the interests of the public. The Director shall designate and allot to each taxicab company such taxicab stands hereafter established as he deems such taxicab company is entitled to, taking into consideration the number of taxicabs in usual operation by each taxicab company in the City, and the relative value for taxicab purposes of the various taxicab stands. Further, provided, that all taxicab stands now being operated by respective companies at the time of passage of this section shall continue if deemed advisable by the Director.
