(a) No permit shall be issued to and no person shall maintain or operate, or permit to be maintained or operated, a pool or billiard room in any building or establishment within the City unless the room or part of the building in which the business is to be operated is more than 100 feet from any residential property, church, public or private school, playground, hospital, library or an institution for dependents.
(b) Appeals from the refusal to issue such permit may be made to the Zoning Board of Appeals, who may authorize the issuance of such permits, after public hearing.
