(a) Whenever any tree, plant or shrubbery, or part thereof, or weeds and grass are growing in any street, public place or upon private property contiguous to a street or sidewalk or public place, and are trimmed or removed by the City, then, after the work is done, the Finance Director shall forward to the owner at his tax mailing address, as shown in the records of the County, by regular U.S. mail, a statement continuing the amount of cost incurred.
(b) The invoice shall be billed at the rate specified in Section 551.05. In the event that the invoice is not paid within thirty (30) days after the mailing of the invoice, then such amount shall be certified to the County Auditor for collection the same as other taxes and assessments are collected.
