(a) No person being the owner, occupant or lessee of any premises in the City shall knowingly allow any person under twenty-one years of age and not the child of such owner or occupant to remain on the property while in the possession of or consuming intoxicating liquor or beer.
(b) The provisions of this section relating to the possession or consumption of beer shall apply only to persons who on January 31, 1987 were less than nineteen years of age.
(c) Whoever violates this section is guilty of a misdemeanor of the third degree.
