(a) No person shall cause to be piled, stored or left on any portion of any public highway any building material or material or equipment of any land, nor, being the owner or occupant of any property fronting upon a public highway, permit the placing or storage of any such material on such highway in front of such property.

(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
