521.12 OBSTRUCTING OR DIVERTING WATERCOURSES.
   (a)   No person shall willfully obstruct a ditch, drain, natural watercourse of any nature, or divert the water therefrom.

   (b)   Whoever violates this section is guilty of a misdemeanor of the third degree.
