521.11 STANDING OR STAGNANT WATERS; NUISANCES.
   (a)   Water standing or becoming stagnant upon any lands within the City, any putrid substance upon such lands, any obstruction in any culvert or covered drain or natural water course which obstructs the water naturally flowing therein, causing it to flow back or become stagnant, and all culverts or drains of insufficient capacity, and all grading of land so as to obstruct the natural drainage across the same from other lands, are declared to be nuisances. No person shall permit any such nuisance to exist upon any land of which he is the owner or in control, or create any such nuisance on his own or other lands. (Ord. 80-1973. Passed 12-10- 73.)
 
   (b)   Whoever violates this section is guilty of a misdemeanor of the third degree.
