(a) No business operation within the City whose business is conducted largely out of doors, with lights, bells and exposure to transient pass through traffic, during the night season shall be operated between the hours of 11:00 p.m. and 6:00 a.m.
(b) Any business in actual operation on the effective date of this section carrying on activity prohibited by this section may continue, but not increase any such activity. Once such activity is discontinued, such activity may not be resumed.
(c) Any person operating a business in violation of this section is guilty of a misdemeanor of the fourth degree.
(d) The Building Commissioner shall have full authority to enforce this section.
(e) Any appeal from the decision of the Commissioner shall be to the Zoning Board of Appeals.
