509.12 LOITERING.
   (a)   No person or persons, having no occupation or business at the places hereinafter named, shall stand upon or occupy the sidewalks or the corners of any street of the City, or in such manner as to occupy the sidewalk in front of any dwelling or place of business in the City, or in such manner as to occupy the sidewalks in the public parks of the City, or in front of any place of worship or amusement, so as to obstruct, impede or interfere with the free passage of pedestrians. Any person or persons so standing shall move on immediately after a request to do so has been made by any police officer.
   (b)   No person or persons, having no occupation or business at or upon any public or private parking area, shall park and occupy a motor vehicle at or upon such public or private parking area, or shall vacate such motor vehicle and loiter in or about the immediate vicinity thereof or in any other manner enter upon any public or private parking area and loiter in or about the immediate vicinity thereof. Any person or persons so occupying any motor vehicle, or loitering in or about the immediate vicinity thereof shall move such motor vehicle or if afoot without a motor vehicle shall at once depart from the private or public parking area immediately after a request to do so has been made by any police officer, whether such officer is on duty for the City or serving in his individual capacity as a special policeman. Any person or persons who have been requested to move a motor vehicle or to personally depart from any public or private parking area shall not return thereto unless such person or persons have an occupation or business at or upon such public or private parking area.
   (c)   Wheover violates this section is guilty of a misdemeanor of the fourth degree.
