When the strict applicability of any provision of this chapter presents practical difficulties or unusual hardships, the County Board in a specific instance, may modify the application of such provision consistent with the general purpose of this chapter and upon such conditions as are necessary, in the opinion of the Board to protect the health of abortion patients.
