373.12 LICENSE REGULATIONS.
   (a)   License Required.
      (1)   No person who resides within this City, shall ride or propel a bicycle upon any sidewalk, street, public way or public path set aside for the exclusive use of bicycles unless such bicycle has been licensed by the Safety Director or his designee and the license plate is firmly attached to the frame of the bicycle for which such license is issued in plainly visible position.
      (2)   The Director or his designee is authorized to issue a bicycle license which shall be effective for one year commencing on June 1 of each year and expiring on the next following May 31. Bicycle licenses shall not be transferable from one person to another.
      (3)   All annual licenses issued between the effective date of this section and June 1, 1975, shall be in force until May 31, 1976.
      (4)   Application for a bicycle license shall be made to the Director or his designee upon an aproved application form. The applicant shall state his name, address, make, color, serial number, if any, and other identifying features of the bicycle. The Director shall not issue a license when he knows or has reasonable grounds to believe that the applicant is not the owner of or entitled to possession of such bicycle, or that such bicycle is not in safe operating condition. No person who is the owner of a bicycle shall be permitted to use such bicycle unless it is registered in a manner satisfactory to the Director or his designee.
      (5)   The fee for such license shall be one dollar ($1.00).
      (6)   The Director or his designee shall keep a record of the number of each license plate, the date issued, the name of the person to whom issued, the serial number and a record of all bicycle fees collected.
      (7)   The Director or his designee shall issue a license plate bearing the license number assigned to the bicycle, the name of the City, together with a certificate bearing the name of the owner, license number and year stamped thereon.
      (8)   In the event a license plate is lost or destroyed, the Director or his designee, if satisfied of such, shall issue a new license upon application of the owner of the bicycle. The fee shall be one dollar ($1.00).

   (b)   Life-Time Licenses Excluded. All persons who have purchased life-time licenses under the provisions of this chapter prior to the effective date of this subsection are exempt from the provisions of subsection (a) hereof for the life of, or until the transfer of ownership of, any such bicycle for which the life-time license was purchased.

   (c)   Bicycle Rental Agencies. A rental agency shall not rent or offer any bicycle for rent unless the bicycle is licensed, a license plate is attached thereto as provided herein, and such bicycle complies with all the requirements of this chapter.
