353.07 SAFETY CURBS AND AREAS.
   Accessory angle off-street parking areas which are adjacent to the public walk or a pedestrian walk upon private property shall have bumper guards or concrete curbs not less than six inches in height placed within the limits of the parking area so as to prevent such automobiles from endangering pedestrians using such public walk or pedestrian walk on private property.
   The location and type of structural material shall be approved by the City Engineer.
   This section shall be applicable to all present and future angle off-street parking areas situated within the City. All owners of property within the City, on whose property present angle off-street parking areas exist, shall be notified of the provisions of this section, in writing by registered or certified mail, by the Safety Director. Upon receipt of such notice, all such owners shall comply with the provisions of this section within six months from the date of receipt of such notice. Upon failure at the end of such six-month period to comply with such section, the Safety Director shall then order such party, in writing by registered or certified mail, to comply with the provisions of this section within three months from the date of receipt of such order.
