(a) No person shall park an unattended motor vehicle on any public or private property within the City that does not possess a current registration and license plate except in enclosed areas or garages.
(b) Whoever violates this section shall receive a written warning for the first offense. For the second offense, the person shall be guilty of a minor misdemeanor. All further violations of this section shall be a fourth degree misdemeanor.
