No motor transportation company or private motor carrier, pursuant to the requirements of the Ohio R.C. 4921.04 and 4923.03, shall operate a motor vehicle upon the roads, streets or highways of the City without carrying a log book, safety equipment and all other rules and regulations as prescribed by the Public Utilities Commission of Ohio.
