No person shall recklessly throw, place, deposit, or permit to be thrown, placed or deposited petroleum, crude oil, refined oil, motor oil or a compound, mixture, residuum of oil, anti-freeze, brake fluid, transmission fluid, grease, fat or other similar materials into the streets, gutters, sanitary or storm sewers or alleys of the City.
