333.09 SHOPPING CENTERS.
   (a)   As used in this section:
      (1)   “Shopping center” means any combination of retail stores and services contained in one or more buildings which are located in one or more parcels of land united to form a general shopping site and upon which site there are located public areas for the nonexclusive use of members of the general public and occupants, visitors and customers of such retail stores and services.
      (2)   “Public portion of a shopping center” means the ingress and egress to the shopping center, areas designated by the shopping center owner for off- street parking of automotive or other vehicles, driveways, sidewalks, malls, arcades, service areas and entranceways into stores and buildings.
   (b)   The following acts on the public portion of a shopping center are hereby declared to be nuisances and/or disturbances and no person shall:
      (1)   Race the motor of any motor vehicle;
      (2)   Needlessly bring to a sudden start or stop any motor vehicle;
      (3)   Needlessly blow any horn on any motor vehicle;
      (4)   Engage in any race with any other motor vehicle;
      (5)   Operate a motor vehicle in any other manner without due regard for the safety of persons or property;
      (6)   Fail to observe traffic-control devices posted and present at intersections or other areas of the public portions of the shopping center.
