(a) It shall be unlawful to divert motor vehicular traffic from Antenucci Drive between East 98th Street and Turney Road onto any street, lane or roadway within this City.
(b) No person, firm or corporation shall construct any connecting roadways, lanes or streets between Antenucci Drive or any street, lane or roadway within this City, nor shall any permit be issued for the construction of roadways, lanes or streets, as herein prohibited.
(c) At any point within this City where Antenucci Drive shall be within twenty-five feet of the end of any street, lane or roadway, the Service Department shall forthwith erect a barricade, to prevent ingress or egress from Antenucci Dirve onto any street, lane or roadway between the intersections of East 98th Street and Turney Road.
