311.02 PARADES AND ASSEMBLAGES.
   (a)   Permits. No organization or group of persons shall parade upon the streets or block off any street area without first obtaining a permit.
   The permit shall designate the route over which the parade shall be permitted or the area to be blocked off.
   (b)   Bond Required. Any person or persons requesting a permit to hold a demonstration, parade, march or vigil on property of the City or on streets and highways of the City, except membership organizations of the Garfield Heights Overall Committee, shall post a cash bond in an amount determined by the authority issuing such permit to cover the estimated cost of:
      (1)   The additional safety forces needed to maintain law and order during such demonstration, parade, march or vigil; and
      (2)   Cleaning up, repairing and otherwise restoring the site of such demonstration, parade, march or vigil to its condition immediately prior to such demonstration, parade, march or vigil.
Not less than ten days prior to such demonstration, parade, march or vigil, the person or persons making application for such permit shall post such cash bond as may be necessary to indemnify the City for any costs referred to in the first paragraph of this section. No permit shall be issued unless such bond is posted.
   Within thirty days after such demonstration, parade, march or vigil, the person to whom such permit was issued shall indemnify the City for any costs referred to in the first paragraph of this section in excess of the amount of the bond.
