The City auto storage pounds shall be located within five (5) miles of the City in areas zoned commercial use district or lower, pursuant to the provisions of the Zoning Code and its accompanying Map. The repair garages designated by the Safety Director pursuant to the provisions hereinafter set forth shall have sufficient accompanying lot areas to accommodate at least ten (10) cars.
