No elected or appointed official, member of Council, member of any board,
officer or employee of the City shall appear within a period of one year after termination of his services as an officer or employee of the City, before any board or commission of the City as counsel, attorney, engineer or agent, for or
in behalf of any person, firm, association, partnership or corporation, or receive compensation for any services rendered thereto, in relation to any matter which was under his charge or jurisdiction during the period of his services as such officer, member or employee.
