Employment by the City of two or more related persons is permissible, provided that:
(a) Neither of the related persons is in a position to supervise or otherwise influence the work assignments, working conditions, promotion or compensation of the other; and
(b) The prospective employee is not related to a department head or member of Council; and
(c) The relationship is disclosed in writing to the Mayor and the appropriate department head(s) prior to employment.
(d) This shall not affect the hiring of part-time temporary employees.
Any conflicts between this section and the rules for hiring Civil Service employees shall be resolved in favor of the rules for hiring Civil Service employees.
