All full-time City employees not otherwise covered by a collective bargaining agreement and excluding elected or appointed officials, shall be entitled to receive the sum of three hundred dollars ($300.00) for time utilization compensation pursuant to the following terms:
(a) The head of the department in which such employee is employed notifies the Mayor and Finance Director in writing that the employee has had perfect attendance for the calendar year beginning December 1 and ending November 30.
(b) The employee shall have been employed on a full-time basis for the entire calendar year.
(c) Such time utilization compensation shall be paid by the City to the employee on December 10 or the first working day thereafter, if December 10 falls on a nonworking day.
