(a) All members and employees of City departments shall be required to reside within a fifteen-mile radius of the City. These requirements shall not apply to members who have been given permission by their department head or the Mayor to live outside these limits and who reside outside of the City as of September 12, 1960, and to personnel with special or professional training or qualifications, such as engineers, lawyers, doctors, nurses, surveyors, architects and persons of special training and qualifications.
(b) Anyone violating any provision of this section shall forfeit any remuneration or emoluments received following such failure to comply with such provisions and shall immediately upon demand repay to the Director of Finance, all moneys, remunerations or emoluments received following such removal from the City. Upon notice of the violation of this section, the Director of Law shall herewith institute civil proceedings for the refund of moneys illegally paid to such employee as provided in this section.
