No person shall operate, manage or conduct, for gain or profit, any amusement, entertainment or show, whether under tent or otherwise, which is of the class and character known as a carnival or circus, without first obtaining a license to do so from the City Manager or his designee. The license fee shall be twenty-five dollars ($25.00) per day and shall be paid to the City Auditor by the person desiring the license.

The manager, owner, agent or representative of an amusement, entertainment, show, circus or carnival shall post an indemnity bond in the amount of five thousand dollars ($5,000) to insure that the grounds on which the carnival, amusement, entertainment, show or circus is presented are cleared and cleaned to the satisfaction of the City Manager or his designee and to insure that any damage to the City or private property is paid for or repaired.
